Addicks Reservoir is a flood-control reservoir, run by the U.S. Army Corps of Engineers. It is dry or nearly dry most of the time and holds water only after heavy rain, so a low level and little stored water are its normal state, not a drought. The most it has held in the USGS record was 217,200 acre-feet on August 30, 2017.
Elevation is the height of the lake surface above NAVD88 (a fixed survey reference), not a water depth. Storage is USGS's estimate of the water held, in acre-feet (one acre-foot covers an acre a foot deep).
