Sam Rayburn Reservoir is a multipurpose reservoir, run by the U.S. Army Corps of Engineers: flood control, hydropower and water supply. It is held near a normal level, with room above it to store floodwater, so it rises after heavy rain upstream and is drawn down again afterwards.
Elevation is the height of the lake surface above NGVD29 (a fixed survey reference), not a water depth. USGS publishes no storage figure for this lake.
